I am working in the Department of Health on an assignment to improve its human resource management system. It is an interesting job which deploys knowledge and skill on personnel management system as well as a manpower model to match the manpower requirement and manpower capability. The system is different from what I did before as it involves the records of some non-civil service contract staff; the terms and conditions of appointment of them are different from civil servants. Also, the control on their number is also different as they are not governed by post establishment.
